The publications on the Taxation CD

There are two levels of subscription to the books on screen tax databases, monthly and weekly. [Click on the blue text to go to the latest update information for your tax publications.]

The monthly service . . .

Simon's Direct Tax Service (SDTS)

Butterworths’ 16 volume loose-leaf work:

De Voil Indirect Tax Service (DVITS)

Five binder loose-leaf work comprising commentary, legislative and practice materials, providing users with a comprehensive encyclopaedia of the law and practice relating to VAT.

Simon's Weekly Tax Intelligence (1995 to present)

A complete weekly news service for current development in direct and indirect taxation.

Simon's Tax Cases (1973-present)

A weekly publication comprising full text law reports of all tax cases decided in the High Court, the Court of Appeal, the Court of Appeal in Northern Ireland, the Court of Session, the House of Lords and relevant tax cases from the Privy Council, the Court of Justice of the European Communities and the European Court of Human Rights.

Special Commissioners' Decisions (1995 to present)

A monthly publication comprising full text law reports of all cases decided by the Special Commissioners of the Income Tax Acts.

Tolley’s Tax Annuals

Expert commentary on Income Tax, Capital Gains, NIC, Inheritance Tax, Value Added Tax, Corporation Tax. The Annuals may be subscribed to either as a complete set, or in combination with Butterworths Orange and Yellow Tax Handbooks as the Tolley Practical Tax Service, a quarterly update service.

Tolley’s VAT and Tax Digests

Provides concise summaries of tax and VAT cases, relevant to current legislation, fully cross-referenced.

Butterworths Finance Act Handbook 1998

Provides users with text of the Act together with expert commentary.

Butterworths Investigations Service

A three binder loose-leaf service, informing users of the most recent changes in law and practice as they occur in all aspects of this complex and continually developing field of tax investigation.

Inland Revenue Manuals

The Inland Revenue’s Internal Guidance Manuals, published for the information of taxpayers and their advisers in accordance with the Code of Practice on Access to Government Information.

Customs & Excise Manuals

Guidance information written by HM Customs & Excise’s policy makers.

HMSO’s Full Tax Cases (1875-present)

The Cases are supported by the Tax Leaflet series.

VAT Tribunal Decisions (1973-present)

The VAT Tribunal Decisions are updated monthly. Incoming data is received each week, in batches, from the Tribunal Centre. Once a case is heard, it may not immediately be released to the Centre where it receives the official Tribunal number. The date of release to the centre is at the presiding judge’s discretion and therefore users will see that the dates of the hearing do not run sequentially through the dataset.

(For subscription information, see below)

The weekly service . . .

In addition to the monthly CD release, subscribers can take advantage of the weekly service which will supply them with the Simon’s Tax Intelligence and Simon’s Tax Cases release each Friday, together with the Special Commissioners’ Decision cases on the week of the month that they are issued.

Developments on the Taxation Service CD

Users will notice three major improvements on this November Taxation Service CD:

· Larger Databases

· Segment Searching

· Enhanced Hypertext

Larger Databases

Firstly, we have built individual binders into subscription sets, so that:

The advantage of this to our users is that, for example, you may leave the search default on to search in the 'Current book' but can be sure that the search engine is indeed searching along the appropriate subscription level. For those users with smaller monitors, it will also reduce scrolling in order to locate a particular book on a heavily-populated desktop. There will be little or no impact on speed or performance, but the results for the end user will be improved. Users will still be able to navigate using the familiar Divisions of material.

On the December CD we will make the same improvement to the Butterworths Investigations Service and the Customs and Excise Manuals.

Segment Searching

Secondly, we have released 'Segment Searching' as an option in the Search screen. This enables you to identify the kinds of materials within which you wish to conduct a search - for example:

Commentary

Statutory Materials

Extra-Statutory Concessions

Statements of Practice

Revenue Interpretations

Revenue Decisions

Press Releases

EC Material

Court Decisions

Manuals and Leaflets

You need not activate this option on your searches, of course, but we would encourage you to try this feature where it might be appropriate and see the results. It offers users a quick and efficient search using categorisation based on the nature of the data, rather than the particular subscription in which the data appears. Of course, users may still search within any subscription, or, indeed, across everything in the library.

Hypertext

Finally, hypertext links are coloured blue and underlined and require only a single click to take users to the relevant data. Should the link be to data not included in a user’s particular subscription, a message will indicate that we publish this data and provides information on where to direct further inquiries.

These links are viewable on screen in the following datasets:

Simon’s Direct Tax Service

Simon’s Revenue Manuals

Simon’s National Insurance Contributions

De Voil Indirect Tax Service

Finance Act 1998 Handbook

Simon’s Tax Intelligence

Simon’s Tax Cases

Special Commissioners’ Decisions

Full Tax Cases

Tax Case Leaflets

Tax Transcripts

VAT Tribunal Decisions

Butterworths Tax Annuals 1998-99:

Yellow Tax Handbook

Orange Tax Hanbook

Moores Rowland Yellow Tax Guide

Moores Rowland Orange Tax Guide

HMT Explanatory Notes to Clauses

IR Self Assessment Guides

IR Self Assessment Booklets

IR Tax Bulletins

IR20 & IR150

Butterworths Tax Annuals 1997-98 (2nd Edition):

Yellow Tax Handbook

Orange Tax Hanbooks

Moores Rowland Yellow Tax Guide

Tolley Tax Annuals

Tolley Tax Cases and VAT Cases Digests

Cross references within and between these datasets are hypertext linked – and, for the first time, the links are coloured blue and underlined, to identify them for users. Users will see hypertext links for:

Simon’s Direct Tax Service, including Simon’s Tax Table

De Voil Indirect Tax Service

Simon’s Tax Intelligence

All Case Report citations

Statutes and Statutory Instruments

Budget Notices

Press Notices

Revenue Interpretations

Revenue Decisions

Extra Statutory Concessions

EC Council Regulations

Statements of Practice

Business Briefs

We have some exceptions, principally a number of references to SPs, ESCs, SIs and Business Briefs which will be hypertext-enabled on the December CD. The Inland Revenue Manuals, Customs & Excise Manuals and the Butterworths Investigations Service will have this hypertext development completed on the next CD in December. Meantime, a limited number of references into the IR Manuals have been activated.

VAT Tribunal Decisions. . .

. . . are now available in ‘bos’ format.

The VAT Tribunal Decisions are a primary reference source of which Tolley’s VAT Cases is a summarised version. Now with the VAT Tribunal Decisions, you will receive the full text of every VAT Tribunal decision within weeks of it becoming law.

The database is structured so that users can search for cases concerning a particular topic, or where the case was heard by a particular chairman, or where the taxpayer (or Customs and Excise) won.

The VAT Tribunal Decisions database is updated monthly so you will be kept up to date all year round.
